Spell compendium question

This is listed as a first level spell in the spell compendium (which i do not own) according to one of my players.

Light of Lunia (Spell Compendium): You radiate silvery light, which you can expend as 2 bolts that deal 1d6 damage each

2d6 seems unusually high for a first level spell...In fact I can't think of any non-scaling spell that does that much damage at first level. Someone help me out. If it is in the spell compendium, how is this in any way shape or form balanced?

(It is 'good' though, so Magic Circle/Protection V Good work against it, as does other affects that hinder good magic. It will peg a Blackguard's detect good ability, etc. etc.)
