here were rules for WotC's Living City campaign setting (Con-based games, all set in the same world). They were on wizards.com, when 3.0 came out.

However, the systems aren't really compatible. 2nd Ed AD&D was a class based, with strongly archetyped classes, rather than an individual character system. There was little customization outside of specific class or kits.

Kits have been replaced with prestige classes, and there is a lot of customization available now with the skill system and feat system. A rebuild is easier than a conversion.

A lot of modules have been convereted, already. Certainly not all, but you should take a walk on Google or Wizards.com, and see.

Failing that, you should look in the DMG for generic-classed NPC, and work from that (for PC race NPCs) and look in the MMs for the base-monsters. It really isn't an easy conversion -- the entire system was rewritten.
